A licence is a credential you show to a bank, not a finish line. A tier-1 regulator reassures a compliance officer before they read another page of your file. A registration-only jurisdiction, or one with a live legitimacy dispute, does the opposite, no matter how clean your business actually is.
That is why this page separates jurisdictions by banking tier, not just by cost or speed. It is also why we say plainly, in one case, that we do not recommend a jurisdiction at all, and why three commonly marketed forex "licences" are not licences in the first place.
Every jurisdiction sits in one of four tiers
Directional bands, not guarantees. Two jurisdictions can land in Tier 3 for very different reasons, one simply young, one under active dispute; the guides below spell out which is which.

Tier 1. Higher cost and a longer application, but the licence itself does real work with a bank.
Tier 2. A real regulator gives a bank something to check. Your own compliance file still carries most of the weight.
Tier 3. Two very different reasons to land here: some jurisdictions are simply young; one has a live dispute over whether its regulator has any legal authority at all. We flag which is which below.

Which licensing jurisdiction is best for a high-risk business?
There is no single best jurisdiction. A tier-1 regime such as the MGA, the Isle of Man or CySEC unlocks the broadest banking earliest, at higher cost and longer timelines. A cheaper or emerging jurisdiction can still be licensed quickly, but the banking conversation afterward is harder and usually EMI-first. The right choice depends on your vertical, budget and how fast you need durable banking, not just the licensing fee.
Does a licence guarantee I will get a bank account?
No. A licence proves regulatory legitimacy, not bankability. Banks separately assess processing history, ownership transparency, AML documentation and the jurisdiction’s reputation with correspondent banks. A fully licensed operator in a weak-tier jurisdiction can still be declined if the compliance file is thin.
Why do you recommend against an Anjouan gaming licence?
Not because it is offshore or inexpensive; several jurisdictions here are both. It is because Comoros’ own central bank publicly referred Anjouan’s licensing authority to prosecutors in December 2025 over alleged illegal offshore banking activity. That is a live, official dispute over the regulator’s own legal authority, not a reputational quibble, and it is why we treat this jurisdiction differently from every other one on this page.
What is the difference between a genuine licence and a jurisdiction that only registers companies?
A genuine licence sits behind a dedicated regulator that can grant, refuse, monitor and revoke it. Some jurisdictions marketed as licensing options, including the Marshall Islands, St Lucia and SVG for forex, have no such regulator at all; what is sold as a “licence” is plain company registration. Saint Lucia’s own regulator has published a public warning naming entities that falsely claimed its registration.
